Cy Young Baseball League Constitution
LEAGUE STRUCTURE
APBA BBW 5.0 or later will be used in this league.
We will be starting the first season with the 1912 season.
Data Disks will be created with the Bill James Encyclopedia.
The CYBL will consist of 12 teams divided into 3 divisions.
This is a continuous ownership league.
No DH will be used.
Full A.I.M will be used.
Maximum Batters Faced (MBF) will be used.
PR930 will be used with some modifications.
Players can only play at positions that they have a rating for.
Teams will play a 156 game season
Teams will play divisional apponents 20 times and all other teams 12 times
Team roster limit will be 40 players
Away games are managed by a micro manager hired by team owner
Players will be allowed to attempt 150% SB of the actual attempts they had
that season. Once a player reaches this limit their success rating will
be dropped to 14.
PR930 Modified Usage Ratings:
Any PR930 player with OBP 500+ is assigned 200/1000 usage
Any PR930 player with OBP 400+ is assigned 300/1000 usage
Any PR930 player with OBP 333+ is assigned 500/1000 usage
All other PR930 players are assigned 930/1000 usage
GAME PLAY
All series will be 4 to 6 games.
One series per week will be played (28 weeks)
Pre-series f-files will be due on Thursdays at 9 PM EST
Playball c-file will be sent on Thursday after 9 PM EST
Result f-files will be due on Tuesdays at 9 PM EST
Result c-file will be sent on Thursday after 9 PM EST
Any late pre-series f-files will be seen as no change notes
Any late result f-files will be auto-played by the commish
All rainouts will be rescheduled by the commish.
ROSTERS
Roster size will be 40 players
Major league teams will have 25 players
Minor league teams will have 15 players
Major league rosters expand to 40 players in week 23
In the case where a player did not play during a season, the team owning that player must keep
him on the 40 man roster to retain the rights to this player.
Federal League Ruling
In 1914, the Federal League was created and was in existance for two
years folding in 1915. Some players from the National and American
leagues swithced to this new league. The following applies to these
players:
These players will not be allowed to play in the CYBL during the years
they played in the Federal League.
Teams may keep the rights to these players by keeping them on the 40 man roster
If a team releases one of these players, they lose the rights to these players.
SIGNING FREE AGENTS
Free Agents from the player pool may be signed starting with the 3rd series up
to the 20th series. Here is the process to follow:
Send message to commish stating player(s) you wish to sign
You must submit a player to cut for each player you sign
If you do not submit a player to be cut for any player you request to sign
you will not get the player
Before the commish sends out the next scheduled results c-file he will add all newly signed
players to the farm teams and drop all cut players...owners then can do what they want with the
player during the next pre-series file.
League anouncement will be made whenever a player is signed and cut by any team.
If two or more teams try to sign the same player, the player will go to the team
with the worst recrod.
If records are tied then away records will be used
If away records are tied then least total runs scored will be used
If runs scored are tied then coin flip will be used.
TRADING
Trading will be allowed and encouraged. You can trade players or next season's
draft picks. Players to be named later will not be allowed. During the regular
season, trading will be allowed up to and including the 20th week. Once the
20th week results file is sent out trading will be halted until the end of
the season. After the World Series is completed, trading may start.
If a trade involves an uneven number of players, the team going over 40 must
cut down to 40 players. The team under 40 players will get the players cut
by the other team. Both owners must notify the commish for the trade to be
legal.
PLAYOFFS
The three division winners and two wildcard teams make the playoffs.
Seeding will be as follows:
Seed 1: Division winner with best record
seed 2: Division winner with 2nd best record
seed 3: Division winner with 3rd best record
seed 4: Wildcard team with best record
seed 5: Wildcard team with 2nd best record
Tie Breakers: (for Division Title or Wildcard spot)
All ties for a playoff spot for will be broken by a one game playoff. Home field advantage for this one game playoff will be determined as follows:

1) Head to head records
2) Division records
3) Away records
4) Coin Flip
Wildcard spot
1) Head to head records
2) record versus 3 division winners
3) Away records
4) Coin Flip
Round 1: (best of 5 series) highest seed hosts games 1,2,5
Seed 4 vs Seed 5
Round 2: (best of 7 series) highest seed hosts games 1,2,6,7
seed 1 vs winner round 1
Seed 2 vs seed 3
World Series: (best of 7 series) highest seed hosts games 1,2,6,7
Winners of round 2 face each other
DRAFT
Before draft, teams must cut down to 30 players (teams my cut below 30)
Draft order: Picks 1 to 10 are determined from previous regular season
records starting with the team with the worst record and working up to
the team with the best record. The 11th pick goes to the World Series
runner-up. The 12th pick goes to the World Series winner.
In case of a tie for draft order, following will be used:
For playoff teams: Reverse order of seedings will be used
For non-playoff teams:
1) Head to head record
2) Away records
3) Coin Flip
This will be a straight draft
Teams will drop out of draft when they reach 40 player limit
Draft is finished when all teams have 40 players
LEAGUE SCHEDULE
Rookie/free-agent Draft will start first week in October
Season will start first week in December
Constitution Changes
Any changes to this constitution must first go to a league wide
vote and 2/3 (8) of the owners must approve it before it will apply.
